Presidential Determination Pursuant to Section 303 of the Defense Production Act of 1950, as Amended, on Domestic Petroleum Production, Refining, and Logistics Capacity

President Donald Trump issued this memorandum to classify domestic petroleum production, refining, and logistics capacity as resources essential to national defense under the Defense Production Act. It says the private sector cannot expand these capabilities fast enough on its own because of financing constraints, long project timelines, permitting and infrastructure bottlenecks, and supply chain limits. The action directs the Secretary of Energy to use Defense Production Act authorities to support these projects through purchases, purchase commitments, and financial assistance. Trump says the determination was issued because, following his declared national energy emergency, immediate federal action is needed to strengthen fuel supply systems that support the military, industry, and critical infrastructure.
