Continuation of the National Emergency With Respect to Libya

President Donald Trump has issued a notice to continue the national emergency with respect to Libya for another year, beyond February 25, 2025. Originally declared in 2011 by Executive Order 13566, the emergency addresses the threats posed by the actions of Colonel Muammar Qadhafi and his associates, which included violence against civilians and the risk of misappropriation of Libyan state assets. The emergency was expanded in 2016 to include ongoing violence and human rights abuses in Libya that threaten U.S. national security and foreign policy. This continuation aims to protect against asset diversion and other abuses that could hinder Libya's national reconciliation.
