Further Adjusting the Tariff Regimes for Imports of Aluminum, Steel, and Copper into the United States

President Donald J. Trump’s proclamation further changes the tariff rules on imported aluminum, steel, and copper products under Section 232, which the administration says is necessary for national security. It expands the lower temporary 15 percent tariff rate to cover agricultural equipment and certain residential HVAC systems and components, and it temporarily adjusts tariffs on mobile industrial equipment and machinery. The order also adds aluminum lithographic plates and steel racks to the list of derivative products covered by these metal tariffs and lowers the threshold for a product to count as made “entirely” from American aluminum, steel, or copper from 95 percent to 85 percent by weight. It takes effect June 8, 2026, directs federal agencies to update the tariff schedule and enforce the changes, and says the move was issued to account for current conditions affecting key equipment users while keeping the metal import restrictions in place.
